We actually meant 'or higher' and now that's expressible, so doing so. Should fix the hang that held up dotnet/installer#10804.

@marcpopMSFT This ok for 16.11? I think we should--we may have introduced some hangs by accidentally disabling that timeout. |

Seems reasonable to opportunistically fix some hangs with a fairly straightforward change |

Note: 16.11, since this just restores the previously compiled behavior before we updated to net5.0.
