Pull Request Overview
Adds a condition to only enforce PME (Protected Memory Encryption) connections when using real signing, excluding test-signed builds from requiring PME connections.
- Modified the YAML pipeline configuration to check both SignType and TeamProject variables
- Added SignType='real' condition to both DevDiv and non-DevDiv PME service configurations
