Other branches are "out of regular support" and if insertion is needed they can be triggered from main

our VS insertion pipelines should use 1ES template
Changes Made
new pipelines vs-insertion.yml, vs-insertion-experimental.yml - they will replace Release pipelines - main/ vs1x.y/ experimental
Testing
manual in AzDO, but the final usability has to be tested in merged state
