Changes: dotnet/android@c4e09b6...c31f678 This is a manual bump as we transition from 8.0.100-preview.2 to 8.0.100-preview.3 version bands. After this is merged, Maestro should be able to keep things updated again.

Ugh, I found they renamed this pack one last time (hopefully last!):
It will change to Microsoft.NET.Workload.Emscripten.Current.Manifest-8.0.100.Transport sometime later this week.
