Added ability to collect memory dumps on hanging and crashing tests through VSTest Tasks and Procdump. Also added an example VSTest version of the ColumnTypes XUnit test file.

Added the option to automatically collect memory dumps on hanging and crashing tests through VSTest Tasks and ProcDump.
Also added a section in the developer guide explaining the process to collecting memory dumps from CI builds.
