[NETE2ESDK] VS version on .NET 10 SDK installation wizard needs to be updated to the latest stable release

Repro steps:

1. Download .NET 10.0.100-preview.6.25315.102 SDK.
2. Launch the .NET 10 SDK installer and observe the Visual Studio version mentioned in the installation wizard.

Expected Result:
VS version on .NET 10 SDK installation wizard needs to be updated to the latest stable release version (17.14).

Actual Result:
The installer currently displays VS version 17.13.

We wanted to ensure 17.14 had been out and available in all helix images and customer images before updating the minimum. It'll get updated for preview 7

Hi @marcpopMSFT we tested using the .NET 10 Preview 7 daily build (version 10.0.100-preview.7.25330.101), and it still shows Visual Studio 17.13.

Triage: We need to bump the property now so we have time to get it flowing to VMR head of p7. @dotnet/domestic-cat can you take that?

I was reviewing open bugs with our validation team. @baronfel and team, do we still plan to fix this for p7?

The problem is that the test agent images didn't work with updating this as they were still on much older 17.14 previews. I'm rerunning but if they haven't updated the images, I'll have to ping them about it. dotnet/sdk#49531

The vs version on .NET 10 RC2 SDK(10.0.0-rc.2.25462.117) installation has been updated to latest stable 17.14. @marcpopMSFT I don't have permission to close this bug, could you please help close this?

We're working on updating it to say 18.0. I'll close it then: dotnet/sdk#50762
