Fix libmsquic package URL for openSUSE helix images

The libmsquic package URL was using an incorrect naming pattern for the openSUSE feed, causing build failures when pinning to version 2.4.8.

Changes

• Updated package naming: Added -1 release suffix between version and architecture (libmsquic-2.4.8-1.x86_64.rpm vs libmsquic-2.4.8-x86_64.rpm)
• Fixed repository path: Added Packages/l/ subdirectory to URL path

Feed Differences

openSUSE and Ubuntu/Debian feeds use different naming conventions:

# openSUSE pattern (dash separators, release number)

# Ubuntu/Debian pattern (underscore separators, no release number)

Note: Using openSUSE 15 feed for 16.0 image is intentional - libmsquic is not yet available in the openSUSE 16 repository.
