This captures the regenerated fabricbot config from dotnet/fabricbot-config#72. In that PR, there was a refactoring around some of the area pod project board automation logic.

This change has no functional effect but merging it in incorporates that refactoring to have the right baseline so that future functional change diffs will be simpler.
