Adds focused Swagger 2.0 compatibility tests for parsing, document recognition, diagnostics, rendered documentation, overwrites, and tag/operation splitting.

Pure converter tests use in-memory models. Parser/reference and end-to-end tests retain real files. Output checks use explicit assertions rather than snapshots. No production changes or new dependencies.

Validation: both targeted test projects pass on .NET 8, 9, and 10 (93 REST + 15 plugin/output tests per framework).

Related to #11151. OpenAPI.NET integration will be handled separately.

Characterize existing Swagger parsing, document processing and rendered outputs before the OpenAPI v3 work. Preserve golden outputs recorded with unchanged production code at bd097d0.

Exercise pure converter contracts with in-memory models, retain file-backed parser coverage, and separate suffix recognition from representative naming builds. Skip unused reference fixtures and file setup for classification paths that do not read content.
