Summary

The initial backmerge workflow used \dotnet/actions-create-pull-request\ which doesn't work for our use case. That action looks for local file changes in the working tree to create a branch+PR, but our workflow already pushes its own merge branch. The action found no local changes and created an empty PR.

Changes

  • Replaced \dotnet/actions-create-pull-request\ with \gh pr create\ CLI, which correctly creates a PR from the already-pushed \�ackmerge/release-13.2-to-main\ branch
  • Added duplicate PR detection: if a PR already exists for the branch, it reuses it instead of failing
  • Added error handling for PR number extraction with a clear error message on failure
  • Fixed PR body whitespace (stripped leading indentation so markdown renders correctly)
  • Used POSIX extended regex (-oE) instead of Perl regex (-oP) for better portability
