[CI] Outerloop tests workflow not collecting trx files in artifacts

Looks like trx, xml and html are now written under artifacts/TestResulsts instead of artifacts/log/[configuration]/TestLogs:

I stand corrected, before the files were put in the same folders too...
I'll fix the outerloop scripts definitions.

Hard to tell, and I don't have time to bisect it.
For example, here's a run from 3 days ago -> https://github.com/dotnet/aspire/actions/runs/14299552797/job/40071570856#step:8:1. The trx are presumably found under D:\a\aspire\aspire/artifacts/log/**/TestLogs folder.
At the same time, locally I rolled back to a commit before #8408, and the trx were under TestResults...

And I already had a fix for this in #8618, which means I've discovered earlier but didn't pay much attention.
