Storage resource should support creating blob containers

Like AddDatabase do, users should be able to get storage resources created automatically.

• - Adding support for describing a blob container see Add Azure storage blob containers #5167
• - Added deep linking support for blob containers (similar to Support deep-linking to child resources in CosmosDB, EventHubs, ServiceBus #7907)
