Regression Info: Not a regression, this issue also reproduces on Aspire 8.1.0

Clean machine: Win11 x64 23h2 ENU
VS Version: VS 17.12.0 Preview 2.0 [35227.314.main]
Aspire Version: 8.2.0-preview.1.24427.3
Apply NuGet Feeds

REPRO STEPS:

1. Create a new Aspire starter project -> F5.
2. In the dashboard, click "Metrics" -> Change the time from 'Last 5 minutes' to any time -> Select a resource -> Click on an instrument group -> Click on a link on the opened instrument group page.
   
3. Check whether the changed time is remembered and does not change.

Expect:
The changed time is remembered and does not change.

Actual:
The changed time is not remembered and returns the default value 'Last 5 minutes'.

More Info:
The changed time is remembered and does not change when clicking any instrument group or instrument.

Verified on Aspire 9.0.0-preview.4.24454.1, this issue doesn't reproduce for now.
