Description
Cherry-pick #7953 into release/5.0 so I can get it to some downstream consumers.
Bump Microsoft.Data.OData from 5.8.2 to 5.8.4 to resolve Component Governance warnings.
Customer Impact
None, save exposure to CG alerts.
Regression
No.
Risk
Low. This is a "patch" bump, so should be safe. A similar change was merged to arcade/main a few days ago.
Workarounds
Can manually force safe version on per-project basis.
