I made a list with "a level of detail" in the "Specifics.md" page. I didn't want to go too deep or detailed yet because (1) because I wanted to get some feedback on the format in general and (2) A big pile of it is about to change for M2 (so doing a follow-up at the end of M2 would be added to my list). |

This PR adds user-facing documentation related to the Dev WF (Actionable PRs) effort, and specifically the Build Analysis service.
My goal is to provide a place for any documentation that might be helpful to a new user in understand the Build Analysis service, the information it presents, how best to interpret the information, etc.
If feedback is good, I expect this will grow after each milestone to include whatever features and changes were completed.
