Revert of a revert (#7162).
The Arcade dependency wasn't actually needed so adding the same changes without it. I originally needed it to use the
DotNetToolInstalltask but I am failing to do that in another PR (#7029) because of thedotnet tool installcommand has some issues in .NET 6 Preview 2. So we will have to figure out how to do that later.
