The tool got migrated away from CCI to Microsoft.CodeAnalysis and now lives in dotnet/sdk: https://github.com/dotnet/sdk/tree/main/src/Compatibility/ApiDiff
Also removes XliffTasks.InTree infra, Arcade tools don't localize as they are internal only and AsmDiff was the only piece using it.
