Most uses of `convertValue` checked if the input was nil, but `Binary.Eval` didn't. This is always the desired behavior, so just put the check here.

Most uses of
convertValuechecked if the input was nil, butBinary.Evaldidn't.NULL should always be converted to NULL, so we can just put the check there.
