只能用directX修复VC的Runtime了, 应该需要扩展成增强版(会有个同时更新c++组件的功能)

打开cmd，执行设置系统代理命令 {文件夹}/sysproxy.exe global https=http://127.0.0.1:31181 "baidu.com"
打开win11的系统代理页面，查看系统代理页面中的 手动设置代理 内容，如果正确设置了，说明可以使用；
打开cmd，执行关闭系统代理命令 {文件夹}/sysproxy.exe set 1

4. sysproxy.exe set 1

已经测试此方案, 可以正常开启关闭代理.
directx 修复并不能解决问题, 同时更新 c++ 本身就是默认勾选
不过楼上倒是提醒到我了, 我安装了微软常用运行库合集后现在软件已经可以正常使用了.

应该是, 不过directx修复了很多dll缺失但没有解决问题, 安装了微软常用运行库合集后恢复了正常
