[BUG] Multi-Compose file OCI artifact failures

Description

When trying to run a Compose project that references an OCI artifact with multiple Compose files, Compose is not using the merging of the files. This causes errors in which an override is used by Compose and it doesn't contain all of the required elements of a Compose file.

Steps To Reproduce

1. Use Docker Desktop (can't reproduce currently outside of a DD setting)

2. Clear the cache directory (~/Library/Caches/docker-compose/*)

3. Run the following command:

   docker compose -f oci://dockersamples/labspace-agentic-apps-with-docker config

It fails to start and interestingly has output indicating 404s:

Afterwards, there is a new directory in the cache folder. The compose.yaml in that directory only has the last Compose file (even starts with a --- separator.

Looking at the image on Hub, we can see that the multiple Compose files are being published as expected.
