Closing as a duplicate of #1528: identical change to .config/dotnet-tools.json (reportgenerator 5.5.11, dotnet-stryker 4.16.0, docfx 2.81.0). The three nuget entries of dependabot.yml (/src, /tests, /tools) all pick up the root tool manifest; tracked in a separate issue.
