Storyteller no longer spams event in infinite cycle with Jester #8549

About The Pull Request

This PR makes the minimum cost of an event be 1 rather than an infinitesimal number, preventing the infinite spam of events such as Infestation on the Jester storyteller, which would result in game freezes due to infinite roaches.

Why It's Good For The Game

it's best when the game can run, regardless of how long it's been.

Testing

Proc ran successfully on adding points to storyteller pool
