This is basically just branching off dmitri's repo but replicating a weird issue I've had where
pnpm -F '*' tscemits exactly as-is and correctly but
pnpm -F '*' tsgocreates a nested dist directory when there is a
.tsfile in thedistof a referenced package. i don't think this is specific to monorepos, think this would likely repro on an npm dependency as well.
