Cherry-picks 3 Bifrost Tier-1 documentation files from the v8.1 track work that landed in the KP fork. Pure documentation; zero runtime change. ### Files (3 changed, +886 / -0) - docs/frameworks/BIFROST-BACKEND.md (296 lines) — operator guide covering activation, provider matrix, migration phases - docs/operations/bifrost-migration.md (412 lines) — 4-phase migration playbook (Inventory, Ladder, Cutover, Sustain) with 7 appendixes and 4 rollback procedures - docs/adr/0031-bifrost-tier1-router.md (178 lines) — canonical MADR-format decision record ### Why this matters - diegosouzapw/OmniRoute has zero Bifrost-specific docs as of 2026-06-24 (just the 1-line BIFROST_BASE_URL mention in ENVIRONMENT.md) - New integrators hitting the sidecar integration get zero guidance - These 3 docs fill that gap and are pre-staging for the 30-day decision review per ADR-031 § Decision Review ### Compatibility - Pure documentation; zero runtime change - No new dependencies - Single landing; lands in one commit Refs: maximhq/bifrost (upstream), ADR-031 (this PR)
