Reconciles cognitive-complexity after the owner-PR batch (#4560/#4552/#4551/#4554 + #3501 stack #4538/#4544/#4548). The #3501 chatCore extractions are pure/complexity-neutral (chatCore shrinks); the +2 is from new conditionals in the .32-ported features (#4554 Composer decode, #4551 Codex /responses probe). Measured at tip 4b34a75. Hard Rule #9.
