chore(quality): reconcile file-size baseline (owner final #4495/#4504/#4505/#4508) - #4535

ApiManagerPageClient.tsx 2909->2979 (#4505), CodexToolCard.tsx 894->900 (#4504), ProviderLimits/index.tsx 1069->1121 (#4495), pricing.ts 1632->1662 (#4508). Fast-gate PR->release does not run check:file-size; reconciled to measured values (Rule #9). chatCore.ts left at 5125 (shrink passes) to avoid breaking in-flight #3501 stack PRs.
