Follow-up of the 2026-09-28 merge-batch wave (HouMinXi / shipsfromrio / maxmad64bis). Clears the two gates the wave left red on release/v3.8.51:

Gates on this branch: check:file-size OK, check:docs-counts OK. Pre-existing tip reds not touched here: flush-empty-retry (4), proxyfetch-upstream-status-capture (1), opencode-responses-first-byte-stall (1), dashboard-typecheck NoAuthAccountCard.tsx — all fail identically on a58000c (before the wave).

- SystemStorageTab.tsx 1598->1611 (#14951) and response-sanitizer.test.ts
  testFrozen 1210 (#14987), both measured on release/v3.8.51 @dc061efc.
- DB migrations count 190->191 (migration 194 from #14892) in README.md,
  AGENTS.md, llm.txt and the 66 docs/i18n llm.txt mirrors (count-only).
