Scope

The cross-request exhaustion test cleared the provider-connection cooldown but left the separate persistent account quota cache exhausted after its scripted 429. Replenish that account in the fixture before asserting the next request starts with a fresh request-local exclusion set.

  • Assert the first 429 really populates quota exhaustion.
  • Model replenishment with setQuotaCache for this account only; assert it is eligible again.
  • Preserve dispatch-count, fallback and credential-isolation assertions. No production change or timeout increase.

Evidence

Base 3ee283bb944d6d62cc219f74317d5186942e1780: focused cross-request test fails.
Corrected complete integration file: 8 passed / 0 failed. Pre-commit checks pass.

Local focused evidence is not full CI/build acceptance. Draft for reviewed integration; no merge requested.
