QG-08 recovery. Exact base 1853a61 reproduces the old translation-key assertion failure. Use the existing shared translator backed by real English messages and assert heading, counts, ordered Active/Recent/Error legend and the original two-provider forwarding contract. No production change or assertion removal. Focused Vitest RED to GREEN (1/1), hooks pass. Integrated acceptance remains pending.
