Prevents unrelated Responses requests from sharing an idempotency entry by hashing stable semantic request fields, including input and generation controls, while excluding credentials and operational metadata. Tests: 8/8 focused pass; focused ESLint, build-scope and diff checks pass.⚠️ base-red inherited: #11449.
