Summary

Spell out that Hub :latest tracks the highest published stable SemVer, not git main or unreleased release/v* commits.
GitOps should pin :X.Y.Z (or a digest). :next is the pre-release channel for the active release branch.
Release checklist: promote :latest with the same digest as the new SemVer when it is the highest stable tag.

Rebased onto current release/v3.8.50 via #10828 (f5be5dd). Unique commit replayed on the drain HEAD. Pre-rebase Docs Gates was check:docs-sync llm.txt i18n mirrors (base-red, owned by #10828). Merge is MERGEABLE. Does not merge.

`:latest` follows the highest published SemVer, not git main.
GitOps should pin X.Y.Z. Release checklist requires promoting latest
with the SemVer digest.

Removed the shared #10828 drain commits from this branch so the diff is feature-only again (it had been ~100 files of i18n/catalog/CI dump stacked under the real change). Rebased onto current release/v3.8.50 (4821f9ffd). Does not merge.

Docs Gates failed check:docs-sync (42 docs/i18n/*/llm.txt vs root llm.txt). This PR does not touch llm.txt (docker :latest SemVer docs only). Mirror drift is the shared release/v3.8.50 red owned by #10828. Not dummy-copying the 42 i18n dumps onto this feature-only branch. Does not merge.
