Official npm still ships vulnerable 1.4.0 with no patched release. Backport digitalbazaar/forge#1152 so Expo CLI keeps working and CI audit stays at 0 high. Co-authored-by: Cursor <cursoragent@cursor.com>

Require the vendor package explicitly and keep CodeQL scoped to first-party code so vendored Digital Bazaar sources are treated like node_modules. Co-authored-by: Cursor <cursoragent@cursor.com>
