test: build dfx windows binary in e2e #3497

Description

This builds the Windows executable when building the rest of the binaries, in order to ensure that we don't break this build.

How Has This Been Tested?

I ran some additional CI tests to make sure this doesn't slow down the e2e workflow too much. When there's a rust cache hit (which there will generally be after this is merged), it seems to take around a minute longer than the macos build.
