BlockPi public endpoints were announced to change on 2025.06.17 and the previous endpoints have been deactivated one week later on 2025.06.23. Accordingly, this PR changes BlockPi public endpoints from
ethereum.blockpi.network/v1/rpc/publicarbitrum.blockpi.network/v1/rpc/publicoptimism.blockpi.network/v1/rpc/publicbase.blockpi.network/v1/rpc/publicto
ethereum.public.blockpi.network/v1/rpc/publicarbitrum.public.blockpi.network/v1/rpc/publicoptimism.public.blockpi.network/v1/rpc/publicbase.public.blockpi.network/v1/rpc/publicAlso as announced here BlockPi deactivated their public endpoint for Ethereum Sepolia so that endpoint is also removed from the EVM RPC canister.
