Minor comments to address. Glad to see this functionality going in :)

I'm happy with this as soon as you get the tests to work

geojson = json.load(geojson_file)

for feature in geojson['features']:
self.assertTrue(feature in expected_geojson['features'])

I think it's true that the number of features should be the same. If so, try assertCountEqual. The name is a little misleading, but it checks that both (potentially unordered) lists have the same elements.

Might also be able to use this on the numpy array check right above
