Cherry-picks `d410e57a781b4bac0acb481f3916d2cf80b54a02` ("Only run
label enforcement workflow on open PRs.",
WordPress#76274) into this branch's copy of
`enforce-pr-labels.yml`: adds
`if: ${{ github.event.pull_request.state == 'open' }}` to the job, so
the workflow no longer runs against closed PRs.
The `mheap/github-action-required-labels` version pin is deliberately
left untouched — that's handled by a separate layer further up this
branch's stack. The existing `permissions:` blocks (top-level `{}`
default-deny and the job-level `pull-requests: write`) are also left
untouched; they predate this commit and aren't part of what it's
porting.

Migrated to real upstream: WordPress#82798. Closing this fork PR. |
What?
This cherry-picks
d410e57a781b4bac0acb481f3916d2cf80b54a02("Only run label enforcement workflow on open PRs.", WordPress/gutenberg#76274) into this branch's own copy ofenforce-pr-labels.ymlso the workflow no longer runs against closed PRs.Why?
Only running against open PRs avoids wasted/meaningless runs on PRs that are already closed.
