Add Code Review Agent to AGENTS.md invocation rules

code-review-agent existed in .github/agents/ but was absent from AGENTS.md, making it undiscoverable via the agent selection guide. Mirrors demaconsulting/TemplateDotNetLibrary#38.

Description

• AGENTS.md — Available Specialized Agents: Added Code Review Agent entry
• AGENTS.md — Agent Selection Guide: Added Perform a formal file review → **Code Review Agent** routing rule
