Group dependabot updates

Description

Dependabot was creating individual PRs for each dependency update. Added grouping configuration to consolidate updates by ecosystem into single PRs, following the pattern from SarifMark.

Changes:

• Added nuget-dependencies group to consolidate all NuGet package updates
• Added github-actions-dependencies group to consolidate all GitHub Actions updates
