Merge Dependabot dependency groups into single group

Description

Consolidated Dependabot's separate production-dependencies and test-dependencies groups into a single dependencies group. All NuGet packages now update in one PR instead of two.

Before:

• production-dependencies: All packages except test frameworks
• test-dependencies: MSTest, coverlet, Microsoft.NET.Test.Sdk

After:

• dependencies: All packages via wildcard pattern
