Add more row tracking write path tests

This is a tracking issue for row tracking write path tests that are not part of #1239. The tests below require refactoring of the existing test infra and will, therefore, be separated into a dedicated PR.

• A golden table test that verifies that kernel-rs can write to a table created by delta-spark.
  • Requires refactoring of our golden table test infra.
• A test that ensures that kernel-rs respects the newly added delta.rowTrackingSuspended table property.
  • This requires refactoring of table creation helper methods to accept table properties.
