Problem
Dependabot Preview has been shut down. In order to keep getting Dependabot updates, we need to migrate from dependabot preview to GitHub-native Dependabot.
Solution
This review is to migrate to GitHub-native Dependabot.
As a part of this review, #370 will be closed.
Testing Done
