ipmi: Add Phytium BT BMC driver support #141

This patch adds a simple device driver to expose the BT interface on Phytium SoC as a character device. Such SOCs are commonly used as BMCs (BaseBoard Management Controllers) and this driver implements the BMC side of the BT interface.

Hi @lyt31. Thanks for your PR.

I'm waiting for a deepin-community member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

如上次沟通,请替换PHYTIUM为Phytium,和飞腾在每个子系统的全部提交保持一致
