…tools (decolua#2149) When Hermes/OpenCode sends multi-turn history with assistant.tool_calls but no body.tools (e.g. after context compaction or when only history carries tools), Kiro rejects with 400 due to missing tools schema. Synthesize minimal function specs from seen tool names in history (both OpenAI tool_calls and Anthropic tool_use blocks) so the request is accepted. Keeps existing tools when provided. Also adapts decolua#2104/decolua#2105 changes: required:[] normalization and adjacent user-turn merging are already present locally; this commit adds the remaining synthesis logic and updates two stale unit tests that previously expected flattening without tools to now expect synthesized structured history (matching OmniRoute release/v3.8.0). Refs cheaper-inference/OmniRoute#2104, decolua#2105, decolua#2149
