This flag is only supported in v23 so also upgrade (see two separate commits for easier reviewing of the changes)
This flag allows for 80%+ cpu savings for vitess vstream code path vitessio/vitess#18274
Note: tests will trivially fail until debezium/debezium#6839 is merged since only that new client lib has the new flag
