Bridging versionless language (#5615)

## What are you changing in this pull request and why?

Updates our "Keep on latest version" docs with "versionless" language to
bridge the two ideas.
Alters some language that might still associate "Keep on latest version"
with a specific version.
Updates language that prioritized "fixes" with "features" to present
them in a more positive light.
