Not possible to move to next page in Consortium Organizations list when there are more than 25

Describe the bug

When there are more than 25 Consortium Organization i.e. more than one page, there is no option to move to the next page https://doi.test.datacite.org/providers/dcan/organizations

To Reproduce

Steps to reproduce the behavior:

1. https://doi.test.datacite.org/providers/dcan/organizations
2. there are 48 orgs but only 25 visible, scroll down
3. there is no page 2

Expected behavior

possible to scroll through all consortium organizations listed
