closes: #1379 A new version of dbt-databricks (v1.9.1) has been released, [release notes](https://github.com/databricks/dbt-databricks/releases/tag/v1.9.1). It is expected that PR: databricks/dbt-databricks#874 will resolve the existing dependency issue.

Description
Removing dependency constraints that were originally put in place to stop warnings and breaks, but are preventing customer use cases. If this passes all of the tests, will become 1.9.1
