feat: update to rust-dashcore revision with platform addresses

Updates for using the rust-dashcore rev that has Platform Address stuff.

What was done?

• Change to rust-dashcore rev where we have Platform Address stuff.
• Update PlatformAddress::try_from to handle Payload::PlatformPubkeyHash and Payload::PlatformScriptHash.
• Updates for new WalletTransactionChecker format.
