This should be merged immediately following #4752, then we can tag and begin gitian builds
note, this changes out version convention to follow semantic versioning, ie the version is no longer v0.M.m.r but vM.m.r.b
This more accurately reflects the status of the releases as major releases and follows the convention that bitcoin core has adopted since v22
