fix!: DAPI is missing on seed nodes

Issue being fixed or feature implemented

Seed nodes should run DAPI so DAPI client will be able to obtain SML. DAPI in turn, requires Gateway and Core.

What was done?

• Use the dashmate role to deploy seed nodes
• Added tenderdash_mode variable to the role

How Has This Been Tested?

• Destroy seed nodes with v1.0-dev branch
• Deploy seed nodes with this PR

Breaking Changes

Seed nodes won't be compatible
